This change will be effective with the release of Chrome 139, which is expected to come around 5 August 2025. According to this, Chrome 138 will be the final version for Android 8 and 9 users. Although this old browser version will continue to work at the moment, it will not get any security patch, upgrade or new facilities in the future.
